Mogg has signed a letter of intent to join the Dragons in a three-year deal in November, but has yet to put pen to paper on the contract.
An exodus of key players has prompted Canberra to try to get Mogg to stay.
But the Dragons say they have discussed the matter with Mogg and are satisfied with his commitment to them.
"The club has no cause for concern," said Catalans general manager Christophe Levy.
"We are totally confident that Adam will be in Perpignan as planned for the start of pre-season training in November.
"He has a binding agreement that will see him join the club on a three-year contract from November this year.
"The club has spoken to Mogg at length regarding the situation and he has clearly expressed his commitment and wishes to be here with the Catalans Dragons as of the end of this season."
The 28-year-old Mogg played for Paramatta before spending three years at Canberra.
Canberra have lost captain Clinton Schifcofske to rugby union, while Jason Smith, Simon Woolford and coach Matt Elliott are also on their way out.
